The South Dakota Department of Transportation is proposing changes to speed limit rules for highways under the department’s jurisdiction in Hughes County and Stanley County. Effective July 1, 2025, certain highways under the jurisdiction of the department in Hughes County will be re-named, so the speed zone rule for Hughes County is being revised to reflect these name changes. The posted speed limits on the re-named highways, however, will remain the same. Additionally, speed zone rules are being repealed for roads in Hughes County and Stanley County that are under the jurisdiction of the U.S. Army Corps of Engineers, the South Dakota Department of Game, Fish and Parks, and local governments, because those entities establish their own speed limits. Finally, the speed zone rules for U.S. Highway 14 over the Missouri River Bridge are being amended to accurately reflect the statutory boundary line between Hughes County and Stanley County.
The department is also proposing changes to the administrative rule that establishes state trunk highway routes for longer combination vehicles. The changes to this rule are the result of the re-naming of certain highways in Hughes County effective July 1, 2025. The rules are being amended to reflect these highway name changes, but the actual routes established for longer combination vehicles are not changing.
The purpose of the rule changes is to update highway segment names, repeal speed zone rules that are no longer needed for roads controlled by other entities, and correctly reference the statutory boundary line between Hughes and Stanley Counties on U.S. Highway 14 over the Missouri River Bridge.

ARSD Chapter 70:02:04 - Airport Licensing
|
The South Dakota Aeronautics Commission will hold a public hearing in the Commission Room of the Becker-Hansen Building at 700 East Broadway Avenue in Pierre, South Dakota, on Thursday, June 12, 2025, at 2:00 p.m. (Central Time) to consider repealing or amending Administrative Rules of South Dakota Chapter 70:02:04 - Airport Licensing. The effect of the rule changes will be to bring the rules into conformity with current statutory terminology and the processes used by the Aeronautics Commission and South Dakota Department of Transportation when issuing certificates of approval for airports. The rule changes will also update references to the law implemented and statutory authority for the rules. The purpose of the rule changes is to promote clarity, accuracy, and alignment with statutes.

70:01:02:03 - Brown County speed zone rule
|
The department is proposing amendment to ARSD 70:01:02:03 - Brown County speed zone rule.
The proposed rule amendments will reduce the speed limit on U.S. Highway 12 from the east side of Aberdeen to Bath. The purpose of this rule change is to enhance safety.
